From inside of the Build Menu, click on a section. The default view is the Manage Section where all of the content associated with that section is contained.

The order section content displays in is determined by the Sort Order set in the CMS under Build>{section}>Appearance. When the Sort Order is set to Sort Manually
Gripper Handles will appear next to content in Manage Content. To re-order content, drag/drop the content into the desired order!
*NOTE* Sorting Content alphabetically or by newer/older items first will hide the Gripper Handles and will not allow content to be drag/dropped into the desired order.
